I have been using regular foam earplugs for years to help me sleep and they work great!  They block out everything short of a bomb going off and they are comfortable.  I like the tapered ones:


Noise canceling headphones are not designed for silence, they are designed to listen to music and block out outside sounds.  They would not work and who wants to wear headphones to bed?</description>
